The timing of this bill and the Dream Act is too coincidental. Jeff Flake and McCain already oppose this bill

So a CIR for most undocumented people will be impossible.
Not true. There are at least 15 Republicans that would vote for CIR

Have Jeff Flake and John McCain said they oppose the Perdue Cotton bill today? Have any other republicans?

This is true, at the very least the bridge act can pass. We've seen republicans and democrats come together to deliver trump a veto proof majority. The same might be true if he tries not signing bridge or dream act. Republicans know the damage of being blamed for ruining our lives. Same reason they wanted to vote for the healthcare bill if it would be amended in the house. They don't want to displease their base but at the same time they know the consequences of cruel legislation.

I'll be willing to bet a million dollars that the BRIDGE Act won't come to a vote this session. And what is this "cruel" legislation are you referring to?
