According to this source it seems that the petition is filed first and then they sign on. So it looks like the 218 signatures still need to be obtained

AILA (American Immigration Lawyers Association) and ACLU are pushing for DreamAct and the word among unions is that this time DreamAct will pass. Sens.McCain, Harris, Durbin, Graham will ask for a DreamAct vote to permanently solve this problem ONCE AND FOR ALL!!!

I'm partial to the 2017 Dream Act myself. If we're going to put in the effort, might as well go for broke.

Late 40's Dreamer (Holy Fucking shit I'm almost 50 and still dealing with this), aged out of original DACA and didn't have a chance to apply for extended DACA after Republicans killed it on the vine.

Yeah, I favor the Dream Act as well. Maybe house will pass RAC and Senate passes Dream Act. They will reconcile then.
