Ok I'm confused. I was under the impression that he would let our permits expire. I expire on September 2018. Does that mean that on March 2018, all permits expire regardless of whether they expire after March?

Your work permit is valid until expiration.

I would hope they add something in the legislation automatically extending people a few months while they get their applications in

It is possible, although that is not how documents work. Just as it would be, pretty difficult to enforce an immediate repeal of USCIS documents, meaning, if they had revoked all at once, while the documents say a given date. It is not possible to magically extend the validity of a document.

Anyhow, something to keep in mind for people with expirations near the deadline. To prepare for it.

USCIS already does this with TPS. Every time TPS is renewed, they release a memo saying that EAD's with the TPS category are valid for 6 months past their expiration date, giving recipients time to reapply and get their new cards.
