My inclination is leading me to believe this from the change in narrative after Trump sided with the Democrats on the budget deal.

They can pass tax reform the same way they tried to dismantle Obamacare, without the need for Dem votes. The parties donors have probably listed this as the number 1 priority.
If they successfully pass tax reform, we may see them move to immigration, this would be sometime before March deadline. Imagine the party passing immigration reform as the only legislative win? Republicans would be pissed.

That's why their moving on to other things, they know Dems are going to attach this until it passes so there is no point in hearings, compromises or anything. They have the bill and they want to pass it clean no matter what. So they'll save face and keep from putting forth harmful "amnesty" votes and at the same time avoid all the bad PR from us going back to the shadows and being deported when DA passes.

Riders are most effective when attached to an important bill, such as an appropriation bill, because to veto or postpone such a bill could delay funding to governmental programs, causing serious problems.

When the veto is an all-or-nothing power as it is in the United States Constitution, the executive must either accept the riders or reject the entire bill. The practical consequence of the custom of using riders is to constrain the veto power of the executive.

On the year-end battles, many Republicans will almost certainly vote against measures for more borrowing and spending unless they are coupled with reductions or other budget reforms to reduce deficits.

By withholding their votes, conservative Republicans are diluting the majority’s strength and denying Ryan and McConnell the leverage they need to bargain for those reforms. Such standoffs led one centrist Republican, Rep. Charlie Dent of Pennsylvania, an influential leader of the GOP’s moderate wing, to announce this week he would not seek reelection — the third to do so.

Pelosi and Schumer, by providing the votes — the currency, as she called it — will continue to hold the more powerful deal-making position, not only to stop Republican efforts to defund Planned Parenthood or other partisan measures, but to push Democratic priorities.

Democrats already won a commitment from Trump during their White House meeting that he would sign into law the Dream Act, which would put the young immigrants on a path to legal status.

If the Dream Act is not considered before December, Democrats will probably work to add it and other measures — perhaps including one to shore up the Affordable Care Act — to the year-end package.

this article then can possibly relate to your point

Why waste the time when they can focus on tax reform? They have to spend a large amount of time collecting votes, bribing everyone with benefits for their states and districts.

If the Dems are gonna attach it to must pass legislation, what's the point?
They'll just sit back and say they were forced to vote for it. It's a win win for both parties.

One question. When was the last time a Government shutdown actually worked?

The shutdown stemmed from the fact that a deficit reduction package negotiated by President George H. W. Bush contained tax increases, despite his campaign promise of "read my lips: no new taxes", leading to a revolt led by then House Minority Whip Newt Gingrich that defeated the initial appropriations package.
