Could just annex everything down to Southern tip of South America, then we only have to worry about Penguins and Canada.

That's stupid, just go for broke and go to Panama, then you have a man-made sea water canal as a barrier

Yeah, I thought about that... the issue here is that the man-made part of the canal is only a small portion of the barrier. Gatun Lake provides a large part of the separation (by water), however if you take a look, the shoreline is enormous. That combined with all the islands would make it a nightmare manpower-wise to monitor anyone trying to get across via water.
