It looked like they waited to vote yes only when it was clear the GOP had the votes already.

This is a short term spending bill to keep the government open until Dec. 22. It still needs to pass the Senate, and even then, the long term spending bill (the one we want to attach Dream Act to), still needs to be voted on and passed... this is where the Democrats have leverage to attach Dream Act. The fight is far from over, just gives them more time to work out a deal.
