I think it has more to do with midterms. After a year of trying to kill people with Obamacare repeal and then actually passing the tax scam. They realized they need to do something positive. Trump and McConnell are scared that even the senate might be in play.

It never cease to amaze how the Republicans were able to use trickery to pass the tax bill with only a simple majority while the Dream Act failed in 2010 due to filibustering despite the dems having the super majority is beyond me.

And on immigration, McConnell declined to answer whether he personally supports a pathway to citizenship for Dreamers. While the bipartisan Senate group is discussing ways to provide a permanent status for the young undocumented immigrants, a GOP plan McConnell has endorsed only provides temporary protections to current beneficiaries of the Deferred Actions for Childhood Arrivals program for three years.

McConnell also said Congress must address “chain migration,” which refers to naturalized U.S. citizens or permanent residents sponsoring immediate relatives for green cards, a frequent target of Trump and the right.

“I think you all are familiar with the fact that I’m pretty supportive of legal immigration,” McConnell said, invoking his wife Elaine Chao, the current Transportation secretary who immigrated to the United States from Taiwan when she was 8 years old. On Dreamers, “we want to have a signature, we don’t just want to spin our wheels here and have nothing to show for it.”

A dying party is still a strong party if they're the only party showing up for the party that matters on election day.

He made those remarks years ago, and he said he has changed since then (He was a Republican back then). People grow as they age. I'd bet you probably have said stuff from years ago you wouldn't dare to say aloud today.

I am also pretty sure the other Justice Democrat leadership are also guilty of shit they did/said back then, but perhaps not on the Internet, or no one is targeting them yet.
