It's going to be on Dems to grow a pair and be actually willing to shut the government down. Pelosi, I believe would be willing to do it. I think the real fight is going to end up being in the house.

The White House document, released by Durbin's office, was created on Oct. 8 with Stephen Miller, a White House aide known for conservative immigration views, listed as its author.
