the whole point of the wall is to finish it as fast as possible, so any legalization efforts towards the broader undocumented population isn't hindered by the fact that even MORE people would start crossing over.
this country is not going to deport 20+ million people, unless some major changes happen.
that being said, it's not going to legalize every single last undocumented person, because that's just not feasible at all.
