She’s referring to the House not the Senate. Some Democratic House members did voted for it after it was apparent that the GOP had enough votes for it in the House to pass the bill.

Grijalva on mtg w/WH CoS Kelly on DACA: I leave the meeting with not a great deal of optimism. I think it was a rehash of previous discussions with General Kelly in terms of…he said it’s mainly Congress’ problem to get this solved. Well, it’s the White House’s problem

It's congress' s problem but they will only do what WH says, I guess we have a deadlock.
