First, the author of the article only has one statistic, which is only 2% of IT engineers in India are able to write functional code.

The author does not cite any statistics on how many of the lower tiered engineers are working for Google, Microsoft etc...

And yes, these U.S. companies are literally taking away India's best engineers and leaving behind the lower-tiered engineers in India. This puts India in a bind because there are fewer quality engineers who can help train others.
