I think your scenario would have worked earlier in the year. Now, Dems are emboldened and have hopes firmly placed in elections so close to the midterms.

yep, trump gave up any leverage he had and was completely neutralized by his own party on this issue.

Yep, I am willing to bet many House GOP voted no on the compromise because (1) they knew the bill was going to fail and (2) voting yes on a failed bill would make them look they voted for amnesty. They are concerned they will lose the House, so they are trying to soften the blow or maintain the status quo.
