I think conditional GC for a fees is the best idea to solve this problem. there are 3-4 million dreamers + TPS + backlogged visa people. allow them a 10-15 year conditional GC for a 5k fee. put conditions like no crime, no welfare dependency, college education etc. its a long 15-20 years path for citizenship and general population is more sympathetic to them even in GOP camp. Trump just dont listen to Bannon, Miller, Coulter and Ingraham, close the deal and build your wall.

You charge people 5k to apply for that conditional green card.
Another 5k to renew it after 5 years
and then 5k to turn into a regular green card after another 5 years.

That's 30 BILLION if you legalized 2 million people.

We all know that none of the parties want's to solve immigration. It's red meat for their base. You could get 150 Billion if you followed that 5k path I stated towards legalization. With that cash you could build a tech wall, develop software to track visa overstays, improve and launch mandatory e-verify, hire a ton of immigration officers, etc etc etc. yOu would probably end up with change.

Jobs as a politician don't attract the intelligent, morally righteous, or upright, instead they attract the scoundrel, the liar, the thief, the idiot ,the backstabber, the treasonous, the defiler, and the demagogue.

In terms of congress, we are lucky if they all get in each others way and can't pass anything. This is by design, a government limited and weak, produces a free populace.

Political seats attract the person who would sell you out for money and pretend they are doing you a favor, trading in the country's potential for short term gains, for keeping their seat, for staining the cloth of liberty, forever wars, and for waste beyond all reasonable measure.
