Majority leader McConnell will bypass the regular committee process. Normally once a bill has passed in a house, it is considered and introduced in the respective committee and subcommittees.

But since McConnell used Senate Rule XIV, the bill will be introduced and has the chance to bypass the committee assignments process in favor of putting it on the Senate Calendar. Now, the process itself doesn’t guarantee that there will be a floor debate or even a vote on the Dream and Promise Act. It remains to be seen what the turtle is planning to do
