First batch of legalizations/permanent status needs to go to undocumented essential workers - Dreamers, Ag workers, long-time undocumented, TPS, who have been risking their life and health during the pandemic and work in essential industries helping keep the country fed and running.

Everyone else waits until after the pandemic.
