That is not going to happen. Do not expect Dems to use any of the reconciliation tactics to pass Dream Act. It is going to have to be done by a fresh piecemeal legislation.

According to dems, that population is 5M people but the GOP see that as maybe 100k. It will ignite a huge fight that would kill any bill.
