Speaker Ryan said he would only bring up a bill that a majority of House Republicans. I’m confident this legislation would have a majority of House Republicans

Trump doesn't know what he'll approve. He changes his mind every hour. So what they really mean is what Miller will approve.

I think he has been pretty clear on what he wants done. Also, the White House proposal/ Grassley bill isnt that bad and I think thats what Cotton is talking about.
