We’ve gotten that promise before by Republican leadership and it didn’t go anywhere. Mitch made sure every attempt at it would fail.

I could see Trump eventually caving, and then in the 2020 campaign, he will say see I shutdown the government and congress still didn’t work with me! Does that make any sense, or is it bad to campaign on having shutdown the government?

His supporters will believe in him no matter what happens!

How hard can this be to "negotiate" for Dims? Just don't vote for it. There is nothing TO negotiate. It's a take original bill or leave it.
