I could see Trump eventually caving, and then in the 2020 campaign, he will say see I shutdown the government and congress still didn’t work with me! Does that make any sense, or is it bad to campaign on having shutdown the government?

How hard can this be to "negotiate" for Dims? Just don't vote for it. There is nothing TO negotiate. It's a take original bill or leave it.
