Trump said he would only sign an immigration bill that has approval from Tom Cotton and Mark Meadows (Freedom Caucus). In fact, the only reason the CR passed the House was that Paul Ryan gave a promise to the Freedom Caucus that only Goodlatte's bill would be brought to the floor for a vote in a few weeks in regards to DACA.

Ryan wouldn't need the Freedom Caucus if he was willing to compromise with the Democrats. Problem solved.

Unfortunately, they don't want to talk to Democrats.
