Republicans refuse to budge on passing any reasonable bill. Democrats refuse to budge on shutting down the government.

If this deal isn't happening then it's time for Dems to shut the whole govt if they have the balls to. Trump would sign it in a heart beat if it's included in the spending bill. It has enough concessions for him to sign it.
