Schumer had been operating under a very obsolete strategy; negotiate with the GOP legislators, and then of course the GOP president will also be on board. But that was before Trump, before the Freedom Caucus, and before Mitch decided to block anything and everything that is good and decent in this world.

He compromised and got the DACA 4 Wall deal. Trump then told him to go fuck himself.

Now it seems he has learned his lesson. Fuck the GOP legislators. Deal with Trump directly, and Mitch and Ryan will fall in line. Hence the loud declaration that he's withdrawing the Wall from the deal, and "resetting" the negotiation so that the end-compromise will be Daca for Wall.

At least, that's what I hope is going on. I hope that Schumer and the Dem leadership has finally learned that the GOP is NOT negotiating in good faith. Moral high ground, decorum, and procedural shit are all irrelevant when your counterpart is THIS dishonest and engages in bad faith.

Problem is, Kelly and Miller are leading the negotiations for the white house. Trump isn't gonna bother negotiating the nitty gritty details, he knows nothing about policy or how government works. He sure as hell doesn't understand all the intricacies of immigration law. So he delegates the task to Kelly who has no interest in getting a compromise unless it is HEAVILY in favor of the ultra conservatives.

Each time Trump says something nice, Kelly works behind the scenes to impede any progress.

That's why I would take Trump's recent comments with a grain of salt. Trump may want to do a DACA-for-wall deal, but Kelly will do everything in his power to stop it. Unless Trump puts his foot down and "takes the heat", nothing will happen.
