The bill needs to be much tougher then the last time they drafted. It should not scream 'Amnesty' to the Republicans.

$2,500 fine seems reasonable to me whether its a DREAM Act or from the CIR itself.
Maybe they can raise taxes for CIR/DREAM Act a little bit for a few years.

If CIR fails then it will probably be brought up right after the elections.

Well if it doesn't get dealt with before elections then yes.

But suppose they vote on it and it fails, then who knows when it will be brought up again.

It will be brought up right away just like the previous votes. Debate will go on. It will like the HCR. They will keep debating until it passes.
