Well, a good start would have been to give the speech he gave last week a long-ass time ago, or better yet to have incorporated his ideas into the state of the union speech. Instead he had one measly 1/4 minute remark that said nothing.

He could also stop speechifying about the matter and actually push for tangible reform, like he did with health care reform. He is supposed to be the leader of his party, which still has massive majorities in congress. This also should have been an issue where he could get bipartisan support, unlike everything else he has made a priority of.

Furthermore, he is better at enforcing than Bush is. He reminds me of a parent that keeps telling you sweetly how much they love you after repeated beatings outside of the woodshed.

He's not 100% to blame, but the president sets the priorities and the overall tone of what goes on. He could have given it a higher priority, but he obviously didn't. Right now, I think all the major players know they cannot go back to their home states (Calif, Nev, Ill) where joblessness is high and say that they used tax payer funds of any kind to help undocumented immigrants. So many middle class families have lost retirements and other savings/investments that anything perceived as helping those who should be here would cause a massive changeover this election. There are several ways to look at it, this is just one them.

Honestly, that's where I think the biggest challenge to the DREAM is. Most college educated Americans know that their tuition is highly subsidized by tax payer $. Giving undocumented students in-state tuition could easily be spun into "we can't give illegals more tax money!" Then most unemployed or underemployed people will vote DREAM Act supporters out of office.
