No Reid or Schumer won't work.

Reid - Mr. Ill give you CIR, eventually. If he wanted DA to be voted on, it would. But no he decides to use the I dont have 60 votes excuse, but how the fuck are you supposed to know the votes if you never held a vote about it, there are some senators who might vote for dream but won't co-sponsor it.
Schumer - Mr. Ill write CIR, sometime in the next 100 years. When Dreamers were starving in front of his office, he instead chose to speak with RI4A (he did vote for cloture in 2007, but let's face it schumer won't bring up DA, ever).

They voted on HCR because they had the votes.
