It's like me saying that I can possibly visit my home country by first sneaking across the border to Canada, taking a plane back, return to Canada and then sneak back in, without anyone noticing. If the president were to ever overrule Congress is such an open way, the impeachment of the president for even the smallest of improper acts (whether past or future) would soon follow, simply to make a point. The constitutional amendment to Article II sect I would probably be next, since I see no reason why the legislative branch, whether state or federal, would allow the executive one to limit it function to a practical minimum. I can just see the executive branch decimating itself, in order to pass the Dream Act.
I guess you know better than most of these senators, lawyers etc right? STFU
