not loans, and not covered by tax dollars, and does not look like scholarship either. It seems like the amount of money one could possibly get would depend on how much money is going to be available, that is the issue, no one knows how much money is going to be available yet, and that money is going to be used to hire the people in charge of processing the applications and all that stuff as it cannot cost the state even a dime.
