I disagree with you on the time frame. I agree with you in terms of some form of legalization not having a chance without an enforcement strategy.

I agree with the underlined statement, if it's not done this year, people might as well forget about it for years. Think about it, if the DA doesn't pass this year (2011), it can't next year (2012) because it's an election year (not the time for controversial issues).

I highly doubt it'd be tackled in 2013 even if Obama is reelected and the Dems take back the House and even have a greater majority in the Senate because they might want to focus on making America more Energy independent, hence spending their political capital on the Energy Bill.

There'll be congressional elections in 2014, so tackling the DA is out of the question. In 2015, they might want to focus on fiscal issues/the education system/other things in general that have nothing to do with the DA, besides the next year (2016) is an election year and Obama wouldn't want to push any controversial issues that might discourage people from electing a Democratic president the next year.

So basically, it's either this year or forget about it for another few years....

Maybe, Reid is the one who is delaying a floor vote on the DA. The majority leader sets the agenda.

I think you're right. Someone posted a 2007 quote from Rahm Emmanuel that stated the immigration reform would be tackled in the middle of a Democratic president's second term. What year would that be? 2014-2015.

the key here is to pass it w/enforcement legislation that can be ruled later as unconstitutional; such as the chain migration or the citizenship bit.
