Yes, they will. They still have authority to do so, and they're still obligated by law to do so. The only shift in policy has been in prosecutorial discretion, not in on-street enforcement.

Admittedly, for some individuals, it might be best to do just that. Someone will test it out. Until then, I don't suggest being the test case unless you absolutely must.
