There is nothing on paper, there are just a lot of assumptions about what it will include from meetings that other people had with Rubio, but there are so many areas that are not clear enough to determine what his thought of the DREAM Act would include. Ultimately, it will include some sort of legalization, not permanent legalization however, but attaining enough status that one would be able to function to some degree in society.

And there are a lot of issues that I see even with that and his message during his acceptance speech where he talked about his family, their migration and the fact that children have all the opportunities and they are the future to the extent that the children of exiles could be elected senator.

But right now, it is very hard to make any judgement on something that has not been written and could go in so many different directions.

What he is proposing will not offer a pathway to citizenship, but it might offer a pathway to permanent residency which may become a pathway to citizenship, the key word is might...

But I will cannot say much without reading the actual bill.

I agree with you, nothing can be assured until the bill becomes a living piece of paper and data. But it still doesn't deny the fact that many House republicans will always be opposed to any semblance of immigration reform.
