Can I qualify if my uncle that is a us citizen sponsors me? I came here when I was 7 with out inspection.

No. There is no petition for an Uncle to sponsor a niece/nephew directly. Your Uncle could sponsor your mother or father and if you were under 21 you would be considered a derivative beneficiary. Though the wait time is very long and this proposal would still not help you since it is only for spouses and children under 21 (immediate relatives).
