The difference is the amount of time that beneficiaries have to know exactly how much they need to pay, which documents will be accepted as proof, and what counsel needs to be sought all in order to apply on August 15th, the day that USCIS stated the application will be available.

If USCIS issues guidelines on August 14th, very few people will have the ability to prepare their applications in time to file it on August 15th or even in the month of August.

MiGente's unverified in-the-know source claims that "DHS is hoping to issue guidelines (not detailed process or application) by the end of the week."

First off, it's only 2PM on the east coast.

The policy announcement isn't a $700M summer blockbuster with a midnight release, it's not even an application, it's probably just some rough guidelines for people so that they know what documents they need to put together. I'm betting that it's more or less exactly like the FAQ that they already have up except with a few more details. There's absolutely no hurry for them to release these guidelines at all.

Second off, the only source that we have for the Aug 1st date (AFAIK) is the subcommittee interrogation of Napolitano. They were asking her questions and she was bullshitting on the spot. Yes, she has a deadline of Aug 15st to start the application process, but I imagine that the august 1st date was something that was only tentative when she mentioned it. Did everyone skip over the part where they were grilling her about why it took her agency 364.99 days to provide a written memo with the answers from the previous year's questioning? This shows that the agency is disorganized and only gets stuff done by the "hard" deadline.

Wait for Aug 15th if anything -- it'll all be certain then.

Most people want to apply as soon as possible and be ready for Aug. 15.
