Yes, because one main principle in CIR is BORDER SECURITY. So, with the passage of CIR, it should include more secure borders.

The focal point of CIR is legalization of 12-13 million undocumented workers. The border is as secure as it can get. How else can you explain the record number of deportations during Obama's first term and now a steady decline? This argument of border security has been used numerous times before to make the public ignore the main problem or I should say living problem, 12 - 13 million undocumented workers operating in an underground economy. Yes they should do as much as they can to even secure the border further but they have reached the needed requirement to proceed with legalization. Also, nobody would be sharing anything with these newly legalized individuals. They'll be paying their way into the system so if anybody is under the false impression that they're paying for some illegals, they're absolutely wrong whether they like it or not.
