i know what rubio is doing. hes trying to appear "moderate" for majority voters and tea party zealots who elected him. i know he will try to run for president and needs the vote

They should get the bill up for votes. He will be forced to vote yes. I'm glad leahy told him straight up how it was going to be. He's just trying to change the bill as much as he can BEFORE having to vote.
