During when obama was president it was easy for them to do this knowing he'd ultimately protect the program. The house may also consider the bill under closed rules where no amending is permitted and the bill as is is given an up/down vote.
Also back to the topic, of course it's a republican from Alabama. That shithole should've never been readmitted as a State and eventually ceded to Cuba.
