What people meant was that once the border is secured we will get green cards.

Regarding the senate version of border security bill...

The bill has more than 40 Republican co-sponsors.
But in the Senate, where legislation typically requires 60 votes to advance, Republicans have to convince eight Democrats. They have signaled they won't support any border security efforts without compromises on protecting at least some undocumented immigrants who are already here, and are hesitant to give the President a win on his border wall.

That's what I'm talking about. After health care fiasco, legislatively he can't anything done and any immigration related bills in the senate require 60 votes. They need to compromise

If they compromise with Dem and add Dream Act to the bill and senate passes the bill does it have to go back to the House?

Yes they need to conference with the House and come to an agreement.
