My theory: one of the reasons the move was made was to protect DACA; Kelly recently made a few statements that scared the shit out of many of us. But, I guess we will have to see who the new appointee will be.

When the media reported 10 state attorney generals would be challenging the existence of DACA in court, Kelly declared he didn't think he could defend the program in court and that DACA's fate depended on Sessions. This endangered the future of daca. A few days after these declarations Trump declared he would be the one to decide DACA and not his subordinates. Kelly was in a tough position. On several occasions, he asked Congress to pass a law. With the impending lawsuit against DACA in Sept., maybe Trump might appoint a conservative who would be willing defend DACA. But, who knows. I guess we have to wait and see who is appointed.
