He's not going to. Once again the man is brilliant at playing the game as it stands CURRENTLY. The crowd was all pumped up and in the heat of the moment they all became very happy listening to those words. He recognizes that. Has he mentioned Arpaio in any other rallies ? Why did he mention him in this one? Because therally was in Arizona lol. The people are too stupid to look into actual action. They won't even realize when he doesn't pardon him.

White House has paperwork ready for Joe Arpaio pardon

I know this guy wayyyy tooo well. He's holding on to that ultra conservative radical base of his for dear life. He's not pardoning Arpaio that easily.

According to some investigating by TYT: in order to request an official pardon according to DOJ Pardon Guidelines, a convict must have spent five years in jail. Arpaio at the most will get sentence to 6 months.

This might be why Trump's keeps saying he will make the announcement at a later date because he can't pardon Arpaio.
