Right, so I don't think this means anything in terms of the Democrats not fighting for us.

The budget resolution, similarly, is not signed into law by the president, and has limited binding power. A simple majority of the House or 60 votes in the Senate can override the spending limits provided in the budget resolution. However, the spending limits are only in effect if both houses of Congress pass a concurrent budget resolution, and the Senate is not expected to pass a budget resolution this year. If that happens, the House budget resolution will have little power to set spending limits for the 2013 budget year. Instead, the two parties will fight it out at the end of year on the eve of yet another government shutdown.

Even before getting to a tax bill, Congress must resolve budget conflicts over spending caps. An agreement will be needed for Congress to pass a spending bill and avoid a federal government shutdown after Dec. 8.

This budget resolution that passed the house only sets spending caps. If I'm not mistaken, the actual govt funding bill can't be passed until a budget resolution is passed? Anyone know more on thos?

This right here ^

Budget resolutions are not the same as appropriations bills which are used to actually fund the government.
