Budget resolution - A blueprint for Congress on how much the government should spend and take for the fiscal year. It does not have the force of law.

Appropriations (funding) bills: A bill that gives or sets aside money to various departments for various programs and operations. This is what needs to pass to prevent a government shutdown in December.

Continuing resolution - When Congress fails to pass an appropriations bill before the beginning of the fiscal year (October) and they don't want to see a shutdown, they pass a continuing resolution. A CR usually funds the government until a specific date. This is what passed in September to continue operations until December.

Debt ceiling - A legislative limit on how much the federal government can borrow. Since the US spends more than it takes in from revenue, it has to borrow more to pay its obligations. The debt ceiling isn't expected to be hit until March of next year.

So if the resolution is passed by the republicans, what’s stopping them passing it in Dec?

They didn't pass a resolutions by themselves, they passed a budget that only needed 50 votes. The last resolution was passed in September with the help of Democrats.

Republicans will need another continuing resolution or an appropriations bill in December to keep the government running. They will probably need Democratic votes again because a lot of Republican members vote no on CR/Appropriations bills since the bills don't cut spending to their liking.

When that happens Republicans don't have the votes to pass the CR/Appropriations bill by themselves and look to the Democratic minority for votes.

Above needs 60 votes (it can be filibustered), so even if all 52 Republicans voted 'yes' in the Senate. It would not pass.

The last appropriations bill (continuing resolution) couldn’t even pass the house with the republican supermajority. 90 house republicans and 17 or so senators voted no.

Democrats have leverage to add some amendments to get their votes. That’s if they are serious about passing the Dream Act, if they hold out, they can get it passed.
