This bill is not passing without the DREAM Act (in some form) and the Wall (in some form). Those two are given. Again, those two are a must.
Now it's just a matter of what the DREAM Act portion will be (who is covered and what the coverage is), what the Wall entails, and what policies the Republicans try to cram in there.
Edit: it looks like you're in favor of the wall if it gets the DREAM Act through, you just don't agree that the wall has any practical purpose
