He just wanted to move on from this because Republicans facing re-election this year told him to. As soon as he signed this he took off to campaign in MN.

Signing an EO makes it seem like he provided the solution. If he just changed JD’s policy, it would’ve been the same, but then it would’ve made it seem like his administration caused the problem. All optics.
