Sorry, I was speaking colloquially.

Fuck it is the term for the DoD saying the cost of a top secret investigation, $3,000-$15,000 per mavni applicant (probably on the upper end of that range due to the need to go verify foreign contacts), plus the CI screening, is not worth the 1000 recruits Mavni will bring in.

That's a low estimate since I don't know the exact numbers/man-hours/work involved. Secretary of Defense Mattis probably wants to put these tens of millions into higher level priorities (space force).
