I am not sure that companies and institutions can be forced to hire authorized workers with non-permanent status when/if they have an equally qualified candidate whose work auth is not temporary. They probably see it as a poor investment. One has to have a lot of desired skills, experience, and background for them to overlook it sometimes. Their biggest investment is in their workforce. This is why a lot of medical schools will not accept and train non-permanent residents.

The law says they can't discriminate based on employment authorization, what are you speculating about? It's crystal clear.

To my knowledge they can only discriminate when its matters like top secret or I guess other stuff.

I've seen USC/GC only on several jobs cause they're doing something for the government. Secret stuff I assume with computers.

IRCA 1986 only prevents discrimination against citizens, green card holders, lawful temporary residents (i.e. amnesty applicants), asylees, and refugees. This is the reason lawsuits allege violations of civil rights act of 1866 rather than IRCA 1986.
