The mindset of Stephen Miller and white nationalists in general is they're trying to slow or hault current demographic changes. Whites are going to become a minority in 20 years, that's what this has all been about.

Win-Lose is when you give in with some resistance and find eventual common ground. Both parties get some of what they wanted at a compromise.
The other (Win-Win) is when you force the other into a no win scenario and force them to concede on every demand you make. That's his style, that's why he didn't pay contractors after the work was finished. It was either take what I give you or take zero.
This is why he's doing this, this is why he's ineffective and tyrannical.
