Better question is why "USSR" and "West Germany" are on there? Those haven't existed in 30 years - are there really people who've been in the country illegally that long?

Because those countries ceased to exist in 1990-1991. So those people must have been born in the 80s and came here shortly after. When asked about place of birth on the app, they would naturally put the country names that they once were.
