If its obvious to someone like MTG then Trump is in some serious trouble over this government shutdown. I think their goal is to jam the government up with loyalists or to cut on employees. Dont interrupt them when they are making a mistake though!

What kind of government approves spending but also doesn't approve the payments for said spending? Who came up with this system? Why does it exist?
