Lets break this down. Somebody help me out.

RPI - Ability to work, drive, travel authorization
Permanent Residence - Ability to work, drive, travel authorization, what else is included here..benefits?

To me RPI is all we need IF there is definite travel authorization with no Advanced Parole BS. It's all in the mind. This bill is liberal as hell. They're trying to word it in such a way to bring as many GOP votes in as possible. It makes sense for them to make us wait 5 years. They need to clear the backlogs of people already in line. So this is the meaning of "getting behind the line"
