1) He can get a AP got to mexico and come back. That will give him a entry with inspection. BE advised that AP are only given for a specific reasons (you could read more on USCIS webpage) And there still a change he will not be able to come back.
If he is able to come back he will be able to adjust his status here in the country.
Once USCIS has approved your request for consideration of deferred action, you may file Form I-131,

Application for Travel Document, to request advance parole to travel outside of the United States. If you travel outside the United States without first receiving advance parole, USCIS will automatically terminate your deferred action.

USCIS will only grant advance parole if your travel abroad will be for:

Educational purposes, such as semester abroad programs or academic research;
Employment purposes, such as overseas assignments, interviews, conferences, training, or meetings with clients; or
Humanitarian purposes, such as travel to obtain medical treatment, attend funeral services for a family member, or visit an ailing relative.
Travel for vacation is not a valid purpose.

Note: If you have been ordered deported or removed, and you then leave the United States, your departure may result in your being considered deported or removed, with potentially serious future immigration consequences.

2) Get married and apply for 601A waiver he will be able to do all the process here and just leave the country to get his visa.

The only way he will be able to adjust here w/o leaving the country is if he is covered by 245I. Find out if by any chance he has a pending petition on his parents side. This petition must be before April 30 2001

I was finally approved today, it's been almost 8 months since 1/23. Just wanted to update you guys.

keep hanging in there. and a word of advice, don't be rash in asking your congressman for help. they might not know what they are doing and pull your case out of the system, like mine did. I had to track it down myself at the local field office. thankfully an officer was nice enough to hear me out and she contacted a supervisor over at the CA service center to explain my situation, and the other officer agreed to look at my case as soon as it was transferred back. and now it's finally approved! thank God
