Rivers's bill is STARS Act. They need to take care of the age limit. 19/21 is not going to work out.

The STARS Act will never pass, so no reason in discussing it. Rubio's bill has more chances, although that is debatable since he hasn't introduced it yet.

It is just a sketch for the real upcoming Rubio's DA.

STARS Act/ARMS Act are just there.
