It seems it was a symbolic gesture on his part. Rep. Aguilar simply wanted to highlight that this is an issue that needs to be addressed somehow, but no details were discussed or worked out.

The reason he did this was so he could have a chance to speak up about DACA. He offered the amendment as a way to get recognized for speaking time and to be able to bring up the DACA issue.

This. Whether they pass Bridge Act or Dream Act the far right opposition would still call it amnesty. Might as well go for the permanent solution since both have about the same chance of passing.
